I know this might be an annoying question to get but i couldnt find any info on it, what art and animation programs do you use? and what would you recommend for a beginner animator?

I use Photoshop for art and TVPaint for all of my animations. For a beginner I'd recommend something like GIMP or Krita bc both are very high quality art programs and both are also free!! Clip Studio Paint is also a good program, you have to pay for it but it goes on sale alot and you can get it for about Β£10 sometimes. Paint Tool SAI is also a really good program, I don't use it myself but I know alot of people that do use it, and i'm not sure whether you have to pay for it or not.
Most animation programs you have to pay for but you can animate in pretty much every art program. until 2012 I did all of my animation in GIMP and people like 'Calorful' and 'Thedogzlife' on youtube still use GIMP for animating and their work is amazing! I think Krita and Clip Studio Paint are good for animation too because I THINK they both have animation timelines so it's easier to work with your animation.
But if you have the money I'd say buy the Adobe Creative Cloud because it's a subscription service, about Β£30 a month, but you get all the adobe programs like Photoshop, After Effects, Premiere, Flash, etc etc so you have all your art, animation and editing programs there, and that's what I have, but maybe play around with the free programs before you commit to that because they're simpler versions of adobe programs so you can see how you feel using them before you upgrade to slightly more complicated and expensive programs.

heyyy question,, how do you draw such smooth art then resize it to 50x50 for an icon without it looking fucked up

I usually draw them at 500x500 then shrink it down to 50x50. Try not to add too much detail and use thicker brushes and it'll show up nice and clean when you shrink it down
