2) Not used for commercial purposes. (i.e selling it)
3) Not claiming it as yours.

ATTENTION: DO NOT COMMISSION THIS ARTIST. I've been waiting for well over 2 years now and I've yet to receive either of my commissions past the sketch phase. He gave excuses over and over again throughout these couple of years, saying he has issues IRL, until eventually he stopped replying to my notes entirely. I'm also horrified to know that within the past year or so he's STILL been accepting commissions privately, scamming even more people

I hate to be 'that' guy but I don't think he'll ever be finishing those anytime soon
My commissions have been due for over 2 years, and he has stopped answering my notes for awhile now
It's weird, because just a couple of months ago I saw that he made a new dakimakura cover for an online shop too
I have to ask you though, did you commission him? And if so, when? I want to know because I believe during these couple of years he's still been accepting more clients even though he hasn't finished any of the old ones yet, as you can see from Rmaslin's comment at the bottom

I've avoided commenting for a while....but I think it is time....
I commissioned this person back in may. They said things came up and I get it life happens. What I don't understand is why when a month ago my comission was 75% done just some coloring and shading left and then radio silence. I've given ample space and ample time. If this doesn't draw out a reply I will be filing a report with paypal.
