Alright! Your problem is that you saved the file as a jpg. Not only is the picture quality really bad for jpgs, it also will not let you keep your layers.
You need to keep two versions of your drawings to have these things.

first, save your picture as a 'SAI' file. This file will allow you to open it while keeping your layers in tact. This is only openable with Sai, though, so if you plan to use Photoshop or Gimp after, save it as a 'PSD' file.

The sai file is not an image though, and you need an image file to submit to dA. So, you'll also need to save as a 'PNG' file. This type of file has the best quality, so everyone uses it when uploading their art.
