yes you download gimp here www.gimp.org/downloads/
1. draw the picture in sai
2. make a new canvas in sai
3. drag the picture over to that file
4. merge all the layers
5. save the file as a psd
6. open it in gimp
7. export the picture as a png
8. the bg should be transparent
