That's very likely, and many fans believe so, but it may just be that Naoko Takeuchi just decided not to use them after-all--even giving Neo Queen Serenity an entirely-different crown in the end.

IMO, the tiara is a little awkward with the whole ensemble. I guess when I think of a tiara for a princess I think of elegance and curves. That tiara, reminds me more of the crystal tokyo towers. :/

It's kinda like the crown always levels up (like sailor moon always levels up). So it makes sense.
Plus simplicity is always easier to draw than something SUPER complex....
