The whole fact of submitting artwork online does not necessarily mean it's free of use. Even more, the internet applies the use of copyrights even stronger due to the ease to "copy" digital work. Being in the internet doesn't mean it's "free for all to use..." (that's an empty statement by the way)

Now, my work is indeed copyrighted, under the Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 License. And there IS such a "warning" in the License tab at the right of every work, right under the Statistics. If you are to be in Deviant ART, you have to be familiar with this. You can only use other's work under spoken an/or written permission from its original creator, which was never asked for, and therefore, never granted.
And even if it wasn't copyrighted under the Creative Commons License by any reason, in US law: "Copyright is a set of exclusive rights granted to the author or creator of an original work, including the right to copy, distribute and adapt the work. In most jurisdictions copyright arises upon fixation and does not need to be registered."

So, learn your facts before you make blind statements...
