"fuzzy concepts..." I don't know about you, but I'm articulate enough to use a word for what it actually means. "Adult" means "having obtained full size and strength." "Mature" is a synonym, and while it carries slightly different connotations depending on it's usage, isn't quite the word you're looking for either. What you probably mean is "wise" or "experienced," (which I will not claim to be either). Basically... there aren't any fuzzy concepts, there is a plain definition.
I don't use my clients satisfaction as a measure of my skills, (there you go putting words in my mouth again) but as far as I'm concerned, if someone is both legally permitted to do a job and they make their clients happy, there is no reason they should be barred from it. Being 19 isn't an exception. I think that "flash" tattoo artists (those that copy shitty flash and can't make their own art) aren't very good, but if they make their clients happy I've got no problem with them doing their thing. In fact, I'm glad they exist; they can have all the shitty tattoos I don't want to do.
I still don't see any logical reasoning against me being a tattoo artist.
Also, consider the fact that all the great tattoo artists you see, or have tattoos from, had to start somewhere. There's a reason you don't see any of their first tattoos in their portfolio. For the record, everyone's first tattoo always sucks, no matter how skilled of an artist they are. Many great tattoo artists start young. I'll use Kat Von D as an example, as it's well known she started tattooing at 16.

Every time when between two concepts there's a continuum not a plain border, they're fuzzy. Turning 18 (or some rite of passage) is a conventional, not actual, border.
Well, there's a guy who's 29. He started making tattoos only a few years ago - before that he made only small pieces he couldn't screw. Also, he drew a lot (detailed pencil works, mostly).
I saw the first tattoo he's made and... well, it could be worse. But still, it's good he's made it on his own skin, if you know what I mean.

As far as I'm concerned, the law (I'm going to go by the law where I live as I don't know if it's the same where you are) defines a border well enough for me.
I'm not quite sure why you're telling me about this 29 year old man. I could show you my early tattoos though, they're also on my own skin. I'm not ashamed to show them off, even though one of them is kinda crappy.

Yup, in Poland one becomes a legal adult when he or she turns 18.
I'm telling you about him as an example of someone who started making tattoos after a long practice, when he was really ready.

I feel like I'm really ready.
I've been practicing art for as long as I can remember, and as a young teenager, started picking up tattoo magazines. Occasionally, I would look at some tattoos and be baffled as to how someone could possibly be so skilled; most of the work I saw featured wasn't quite as amazing. I compared my own artwork to many tattoos and felt I was able to do just as well, or better (although I was still drawing on paper). And these people were in print! I decided that I could excel in the tattoo industry, and at 17, was stupid enough to buy a machine and tattoo my leg without the faintest idea of how to use the thing. I quickly realized that tattooing is not as easy as it looks, and decided to look for a good shop. I went around to several studios, all who were impressed by my portfolio and happy to take me. I got to pick the best, which is the shop I'm currently employed at.
(Apologies for the text wall, I sort of got into a rant).
Now, to be a good tattoo artist, many years of practice are required. If I've started practicing at 19, I've got years of a head start compared to your friend. (This isn't to claim I'm better than him in any way, I'm sure he's an amazing artist more skilled than I.) I simply intend to master this particular instrument and discover ways of using it no one else has thought of, and I feel like the earlier I know how to use it, the better chance I have of doing that. I am starting to learn how to paint, and am going to be trading a tattoo for an airbrush machine, but skin and ink will always be my favorite medium.

You know, the only thing that bothers me about it is the fact that a human skin isn't a piece of paper or canvas. Every artist has to practice to get better - but, in opposite to drawings or paintings, you can't just throw away someone's arm. Maybe some day you'll look back and think you could do it better (of course there's also another scenario - when you become famous people will be happy that they have tattoos made by you on their skin ).
Maybe it's just my obsession with quality but there are another ways of practicing/working and practicing at the same time - like making only parts of bigger tattoos. But again, I don't know if it's common that more than one person is working on the same tattoo in the shop you're employed at.

But people are ALREADY happy with the tattoos I've given them.
I'm happy with the one on my leg I did as a student.
Basically, my work is only $75 an hour (probably sounds like a lot, but still peanuts compared to what other tattoo artists make). My portfolio says I'm a "recent graduate." Those at our shop with more experience cost more per hour. For the real cheapos, we offer "student work," which is $20-40 an hour, (although the shop keeps their wages). Basically, it's made crystal clear to every client that they have options and that price reflects quality. Usually, my clients leave the shop amazed that they can get a good-looking tattoo for a decent price. I usually get good tips, too, a major indicator that my work isn't bad (if nothing else).
Figuratively speaking, the human body is a canvas... it's just permanently stretched around a living being.
