Found the leaked screenshots! Werewolves are now 100% confirmed to be IN! YAY! As for actually becoming one, most likely, especially when you look at the last screenie.
They're not 'too' spoilerish, but click at your own risk anyway. They do show an actual werewolf, they look pretty good. Seeing as they can talk there might even be a werewolf questline because Bethesda hinted at more quest lines than the ones already confirmed (fighters/mages/thieves guild, dark brotherhood, imperial legion and the stormcloaks).

Werewolves may be in anyway.
After the last "werewolves aren't in" thing the werewolf threads on the forums kinda died, but now they're popping up all over again so I clicked on despite not wanting to read possible spoilers. Turns out there's a leaked screenshot (I don't have the link ;A; ) that shows the objectives of a Daedric quest involving Hircine (Daedric god of werebeasts) and talking to a werewolf. Apparantly another screenshot shows a spell "Ring of Hircine - additional werewolf transformation". Dunno if you've played Bloodmoon but the Ring of Hircine there allowed you to change into a werewolf.
Bethesda refuses to confirm or deny anything because it's leaked information. So whether actual transformations are in the vanilla game no one knows, but it seems there will at least be a werewolf npc.

Just confirmed: no werewolves in Skyrim. They may be added in DLC later on but right now there are no plans for it yet.

Really? I'm pretty sure I read somewhere that they have the coding for lycanthropy in some of their characters in Skyrim, but it's inactive in Skyrim because they aren't finished yet. So, if anything, hopefully they'll be introduced in DLC. Fingers crossed D':

Back in Januari Todd Howard has said that they were messing with werewolves and that they may or may not be in. The thing that pisses me off is that they have been soooo secretive about it, answering whenever they were asked about it with things like "We're not ready to talk about that yet", "Just wait until you play the game" and "I can't answer that because it would spoil things" and on one occassion, even smirking in a I-know-something-you-don't way. That got everyone's hope up because they were hinting at it so much and not denying it, and then 3 weeks before release they're all "nope sorry they're not in 
Werewolf threads pop up on the forums every day since last November, they are in very high demand and Bethesda knows this.
While it is very possible that due to time constraints they couldn't put werewolves in the vanilla game (very understandable) and that they're saving this for DLC, it's definitely no garantuee they will be included later on. Werewolves are native all over Tamriel, including Cyrodill and when it was revealed that there were no werewolves in Oblivion there was a lot of complaining about it and asking if they could be included in DLC: that never happened.
Then again, Skyrim is native to werewolves AND wereboars/werebears (one of the two, can't remember) and it's the perfect if not the best setting for them... so I hope that Bethesda listens this time.
I'm keeping my hopes up for DLC. D:
And on the matter of horses, not sure if you knew already: mounted combat is out, and horse riding is restricted to third person. There was a lot of bitching about that too because a lot of people who prefer first person - and I'm one of them - really hate to be forced into third person. I'll probably won't use horses unless first-person-riding is added later on, or implemented through a mod.
I'm still super hyped for Skyrim but the no-werewolf thing did put somewhat of a damper on it. XD;

Augh I remember that! I remember turning to my friend and being like "it will totally have werewolves." Maaan they can't do that.
It really is a shame because Skyrim is such a perfect environment for werewolves. Considering they've listened to their fans on a lot of things, hopefully they'll consider werewolves for DLC. I don't see why they wouldn't, it just seems like such an obvious choice... but then again there's no mounted combat, so. As far as mounts go though, I don't mind third-person (I always enjoyed the third-person view of my character riding a horse during a sunset or something), but that is pretty dumb to restrict it to only third-person. I don't see why that's necessary. Like what does that accomplish? XD
Ffff there is absolutely nothing that could dampen my Skyrim spirits right now, I am just too hyped. You would have to delay the release date to derail this crazy train of excitement. *u*
