Well, my main trouble is textures are mirroring. I know how to edit 'em, to pack and unpack'em, but 1stly, textures are mirroring, and secondly, I, for example, wanna put a licence plate number both on back and on front.
And about blueprints. I can't find a Ford Mustang SVT Cobra R blueprints with top, left, front and rear view...
On other hand, i can provide a "base" texture, Russian traffic police emblem, corresponding texts (like "ПОЛИЦИЯ", "ДПС", "Телефон: ") and even Russian police number plate.

Fire vehicles were red with a broad white stripe and FEUERWEHR in red lettering along the side, Most used police license plates although not in the police them selves (unlike USSR where the fire service WAS in the militia (police) But the fire service was in the same division as the police: Ministry Of Interior so they found it easier to use police plates vs creating their own design, Uniforms were also simular to the Transport Police but had maroon shoulderboards and trim on them. I was able to find quite a few on Google . I guess in Russia Google's a bit diffrent?

Sorry for late reply, Been busy..We have been working tons of overtime, I've racked up 66+ hours for the week . 

Fire services also had ambulances but most were run by the Schnelle Medizinische Hilfe (DDR state ambulatory and first aid services, It translates to: Fast Medical Help. Here are their ambulances and other first aid vehicles.

You mean repainting them to fire,police,EMS,etc schemes, Eh, That's mostly what I do too LOL, I never was able to get the hang of the modeling tools to build from scratch, All the stuff I use is built by others who freely allow their work to be used provided you give them credit for the stuff.

Damn, I still remember I tried to make a Cross Corvette from stock NFS4HS Corvette, and put word Police/Polizei to US/German/French/English versions of police BMW M5, Porsche, La Nina, Camaro...
And WIFT, I failed.

It's too blocky/cartoony I'm afraid but I have found a way to open Carmageddon cars from parts 1 and 2 and convert those, I have found the exact car in a Carmageddon 2 mod but in 2 door, Need to stretch the body and add 2 more doors to make a 4 door, Then I'll try it again.

Well, at least I tried to find the model that actually looks like 1967 Ford Fairlane Sedan. Also, if you'll try to instal a highly poygonal model in NFS4HS, the game could crushed (for example, I tried to install the realistic Cross Corvette C6R, and the game haven't loaded. However, when I installed a bit blockier Cross Corvette C6R, the game worked nicely). Kinda like that.
And about Medici Police SEAT Leon Mk.II from Just Cause 3... I've found some more ideas from Just Cause 3:
1) Medici Police Chopper: this helicopter was an aerial unit of Medici Police Dept. in Just Cause 3. As you remember, Medici Police Dept. was existed earlier, but after coup d'etat it was liquidated and replaced by Di Ravello Militia. The Helicopter doesn't appear in game, but it has a nice concept here (I would change the word "Police" on "Policia"): vignette.wikia.nocookie.net/ju…

2) Di Ravello Militia Stria Facocero: after the erasing of Medici Police Department DRM (Di Ravello Militia) was appeared. This pro-goverment militia took all functions of cancelled Police. Their vehicle of choice is a brown Stria Facocero, which looks like a Fiat Strada.

There is a way to run vehicles in NFS High Stakes up to 13000+ polys now thanks to a recently developed patch, if you download a few of the latest police vehicles from the mod site I work at you'll see they are high poly compared to my older ones.

I don't know, I have over 100+ GB of unreleased stuff at present (models to format and convert just to even get ready,models that are from long gone dead sites,some I'm currently working on for my historical ColdWar Mod,and some historic police vehicles I'd like to see made cause no one has done it yet for ANY game let along NFS Highstakes, Currently besides the Dragnet car I've also begun work on the 1977 Pontiac Lemans Enforcer, You'll know it as the sheriff car from Smokey& The Bandit Part 1.:

I often go there to download police vehicles. I Don't think I need a registration there.
Also, do you know how to increase number of traffic and racer cars in Pursuit mode of NFS4HS? I wanna chase, for example, 4 racers instead of two, and see at least 8 traffic cars moving both ways of the road instead of 2 moving only towards you.

I too would like to know that, I'm done several chase videos but the streets are so bare, I don't know if there is a traffic increase mod or not but it certainly would add realism and make the chases (if you play as police) a more simualted experience as you'd have to dodge innocent civillians too.

I'm curious about that too.
I know that traffic is gone during races, and during pursuits it has only two cars...
However, if you playing as racer and running out from cops, why won't have some practice in dodging the moving obstacles?

Looking at them: The Marussia B2,Russo-Baltique Impression,and Lada Ravan, I can say no because it would be very difficult to paint up to police due to their overall shape(I might however be able to convert the civilian models for game use depending on how difficultit is to map them to a TGA)..E-Go Revolt,T98 Kombat SUV,and UAZ Kayman likely could if I can find a base model to work with,They don't look too off the wall shapewise, Couldn't help but notice how these 2 bear similarities with Gaz Tiger,Especially the T98.

Well, buddy,look:
Marissa B2 is successfully adopted (modern NFS have this car, there are both civilian and police versions) for games from NFS MW and NFS C (as mods) to NFS MW (2012) and Rivals.
Now about Russo-Baltique Impression... It's kinda simple car, and it could be painted in the same way as La Nina from NFS HS.
And about Lada Raven... I remember I saw a transformer police version of it on DA. Plus, due to many curvature of it's body, those bends could be just drawn (remember McLaren F1 and Mercedes-Benz CLK-GTR from NFS HS).
