Yeah that's kinda why I hadn't gotten it to you yet cause I figured "Katz would probably like to be able to watch it be streamed, I should wait to work on this til then..." 

And then life happened and I haven't really been able to do streams for quite a few months now, but I'm hoping that will change! 
But if nothing else I will make sure you get it one way or another xD

Yes I am in that group!

On the welcome page (first section on the right on the group page) and watching them for journal updates is the best way to know when registration opens.
Currently they are not accepting new members, they had one open not too long ago but last I heard they were maybe going to do another one fairly soon (the next couple months).
They will announce it in their journals when the registration will open, but I would have my character application ready for when they open it. It usually doesn't last a whole day, because in the past they have only taken on a certain number of applications for review, so it's generally first come first serve so those who wait til the last minute may not get in.
When the registration opens, "join" the group and in the message box put in the link to your application and it will be reviewed by the admins.

((Also, not that I'm not more than willing to help and answer questions as a member, but you're better off getting accurate/current information from the admins themselves by noting the group I have found they are pretty prompt about responding to notes. They may be able to give you a better idea of when they are planning the next registration etc. ))

I think last time I remember it being maybe on a weekend possibly?? I can't say that will happen all the time, but I think they try to make it accessible for as many people as possible (with the main obstacle being time zones and people who have jobs of course). But like I said there were sooo many people waiting to get in they hit their target number before noon and had to close it again (I think), so at least if you have an app ready all you have to do is be there to submit it when it opens ^^
