IDK really every people has there own unique way of learning things, its more of a self discovery journey.
Although I do admit that before I learned digital art I use to draw on paper until now I do. So I guess its a great start.
For materials I don't think you need expensive stuffs, you just need something to practice with, find alternatives. Also it would be better if the alternatives has complete set of colors for you to blend and practice with.
