Cortez is surprising tough without Flurry's Gale Force!
Back when I first played Paper Mario: The Thousand-Year Door, Cortez was a serious roadblock for my playthrough, no thanks to his third form with all his weapons capable of attacking independently (the fact that they're tricky to guard against doesn't help matters). I remembered being completely overwhelmed by the amount of enemies to deal with, and I ended up with multiple game overs because of this oversized skeleton. After a few attempts, I finally managed to beat Cortez and obtained that well-earned Crystal Star...
โฆ And then a while after my first playthrough was completed, I learned there was an easier way to deal with Cortez's third form. You can see where I'm going with this...
Sure enough, the weapons are vulnerable to Flurry's Gale Force, allowing them to be blown off screen, making it so they can't come back. Again, I don't remember raging too much after this revelation, but it is a bit annoying... *groan*
I only just remembered this on my current playthrough of the game, just after defeating Cortez without Flurry's help, and while I did successfully defeated him first try, it was still a tough battle (heck, I even needed a Life Shroom revival)... Flurry really do make quite a big difference in the third phase...

And when I played Cortez at Phase 3, I just did Multibounce with a Power Plus or Charge. I forget which, while my partner focused Cortez's head. If I got desperate, I just used the Diamond Star's quake attack to clear them all out at once.ย I think I was just better at the fight than expected, because Cortez never gave me much of an issue.
