Those are digital drawings, you need at least aΒ graphic tabletΒ and buy a photoshop (or download SAI(it's free) or whatever software for drawing). But if you are new for drawing, I'd suggest you buy some books and practice your basics. π: 0 β©: 1

So my suggestion is that you should go for a dressmaker and pay for him to do this costume for you.
