I've been struggling with digital painting for the longest now,
and been wanting to draw a destroyed research laboratory landscape with rain coming in from the broken windows.
I just want to know, how do I go about doing it. I have the sketch and even the mood board, it's the painting itself that's the problem.

I would suggest doing studies. Watch and copy all the aspect of the chosen subjects. You do it a few times and things start rolling out automatically.
