If the art that you're critiquing is bad? Well, I supposse it would depend on the level of effort put into the piece. If it's just a rough doodle, there isn't much to work with XD I usually try and pick pieces to critique with more to work with, and a lot of the time with something I like in the piece. Hope that helped!
