You're actually not allowed to post art you didn't make (excluding collabs like double memes) because you could get banned for it, and that would suck a lot :C
It's not a problem though, you just should remove art you didn't make, and then it's all cool! And if you wanna show off something awesome, link it in your journal \o/

Unfortunately it's not.. :C Unless you ask the person themselves if you can, and can prove you have their permission, you can't have the stuff up.
Again though, you can put them in your journal to show them off! So while you can't have them in your gallery, you can still share them with people via journal! Because your gallery is for the wonderful art you made, not what others made. Trust me when I say you'll get so much more happiness from getting comments on your things instead of the cute things you found online C:
