This thing has been doing the rounds in the pokecommunity for a while now, with a lot of people claiming it to be an example of foreshadowing. I wouldn't be so sure about that. The guys at game freak aren't known for planning ahead. At one point of time, they were pretty sure that 150 pokemon were enough to inhabit an entire world.Now a lot of you might bring up that scientist in Rustboro city who talks about creating a device that can 'visually reproduce the dreams of pokemon'. THAT is an example of foreshadowing. Maybe they decided it would be even cooler if they added a pokemon based on that girl's description to the whole thing.
Then again, I could be wrong.

I don't know that Pokémon as I have stopped after gen 3 but I really like foreshadowing (okay if they at this stage didn't plan to actually have this pokémon later I would not really consider it as foreshadowing either but I still like the idea of it) and this is pretty interesting to get to know about.

Although I heard that there were originally planned to be about 160 (?) Pokémon in the first generation, including Togepi and Ho-oh (which both appear in the anime before gen 2, although don't seem to have a Dex entry yet), but for some reason they moved them to gen 2.

Your idea sounds better. It's kind of suiting for a dream Pokémon that it was dreamt up by a canon character early on.
