The fairy has a beautiful angelic face and the wings on the wand she is holding look feathery and soft. The cool colors make the picture look soft and relaxing. The ruffles on her shirt look a little stiff, but they have nice texture. The shirt is beautifuly detailed. The gold buttons give a nice accent to it. The fairy's wings look a bit heavy. The gold petals floating in the foreground add nice movement to the picture.

Seriously, that's Photoshop colouring? I would have guessed coloured pencil.
