No its soviet Ukraine officer "battle for kharkov 1943" and plan to take back Ternopil (2 stalingrad).

It was after.
Germans called Ternopil gate to Berlin.
Soviets called Ternopil small Stalingrad so fight for this city was just as for Stalingrad ( no mercy, no fall back, fight to last man)
