I have the personal headcanon that Cozy Glow is actually fully grown mentally, but couldn't age past a filly physically. She uses her manipulation tactics to get what she wants and needs, because there's no way she'd be taken seriously by others, and has to embrace her cuteness to survive.
I maayyy have gotten inspiration for this headcanon from a particular cartoon, if you recognize another villain like this
