Goto the actions panel, and expand the panel menu. Click "Load Actions...", then you will be dumped into a folder, where lo, and behold, there are no actions to load (even though you put the ATN file in your "C:\Program Files\Adobe\Adobe Photoshop CS5 (64 Bit)\Presets\Actions" folder where the instructions usually say to put it.

Problem is that Photoshop defaults to your roaming profile folder (something like: "C:\Users\happyuser1\AppData\Roaming\Adobe\Adobe Photoshop CS5\Presets\Actions") when it opens the file open dialog. Make sure you browse to the location where you actually put the ATN file, and it will be there.
