I don't think this kind of rifle could be used by cavalry in movement, so he should rate as mounted infantry ?

No, they don't shoot when in motion. They could be both; serve as mounted infantry when shooting in formation and Calvary once the enemy retreats. Best of both worlds...not for the enemy.
EDIT: I should also mention they'd have sabers. Or stab using the end of the bayonet, absolutely brutal.
