Because UT3 is not very modding-friendly and I don't play it.
For example, you cannot create a transparent hair in UT3, character texture LODs are restricted to 1024x1024 (twice lower than the ones you see on the screenshot) and your character's body is supposed to be split into legs and torso parts - otherwise you won't be able to use 1/4 of the texture space.

And do you mean the mesh is supposed to be split into torso, legs etc, or just separate texture maps?

Yes, she does.
Unfortunately the body mesh has to be physically split into 5 parts.
This is how the body uv layout is supposed to look like in UT3:

You either try to fit a solid part into one of these areas or you leave uv mapping as is and your texture gets screwed as soon as a player changes this part in game.

Wow man, that's crazy.
I thought in UT3 they would have had the parts (legs, pads etc) mapped to different individual maps.
So if you want your character to have a different roso, you'd need a whole different texture sheet the same size.

So what size are ut3 character maps?
2048x2048?
And are ut2k4 maps 1024?

UT3 character maps are 2048x2048, however, thanks to epics you will never see their actual size in game. In UT2004 original textures are 1024x1024, but since there's no in-built restrictions you can use whatever size you want. Even 4096x4096 will work.
