First... damned cute Utterly adorable, just, adorable! And your choice of colors, and the glowy effects you manage with them only make it more adorable!

But you wanted critique, so I'll keep the squee to a minimum

What I would love to see is more feel of depth in the image. Everything looks very nice and pretty, but it seems a bit flat. Some of that is from the stars on her blouse lacking the curve inwards on her sides; it looks like a flat piece, instead of following her bodyshape. But more than that, it is also the way you use the colors. It's really very minor, but you color her very evenly, and with almost no shadows. While the lack of shadows might be to preserve the glow, you should consider making the sides of her a slightly darker tone. Think of a red ball with a light shining straight on it, the sides would look darker than the middle. Something as simple as that can add a lot of volume and depth to a work like yours. And if I really nitpick, I could see it improve a lot with just a bit more contrast between the colors (I think you can just add that with a standard contrast function in most graphics software, like GIMP).

But other that... freaking adorable
