This is an IMVU layout, so make sure you are using it on your IMVU homepage.
I believe there are instructions on how to install the layout. They should have been included in the zip file. Just open the "Code" folder and then click on "Instructions," and you should be on your way.

How exactly do you make this your imvu homepage layout?

You will need to make the necessary adjustments to the Photoshop file and then upload the image to Photobucket/Tinypic/etc. Once it is uploaded, you will need to code it. At this point, I am far too busy to code these images, so asking someone on the HBAD forums might be better. Hope that helps.
