Shadow is essentially a mercenary at this point. He works with whoever has the high payroll.
Either that or Eggman screwed up the timeline in that Amy never convinced Shadow to be good.
Not sure about Chaos, but I never considered it to be good, just a brutal force of nature that has no moral obligation, much like Godzilla.
