It was an invitation by a group of medical surgeons and scientists who would like to try their new discovery on nano neuro kinetics studies. It was a program designed to enhance running speeds to superhuman levels by using an experimental "speed helmet".

Powers: Superhuman speed.

Trivia: Plans of the "speed helmet" was stolen by Rico's track rival Jess Arceo. He augmented the helmet with the addition of a force field generator but it lacks the motion control of the original helmet. Jess now became the criminal speed demon known as Kaskasero, Rico Rapid's arch nemesis.
