This is Captain Mijac Jagar, a fan-made character from the future project called Star Wars: Unity , with 2003 Clone Wars art style, by Genndy Tartakovsky.

Mijar Jagar was the E.O. captain of the Confederation of Five Planets who led the Confederate Navy Fleet against the Imperial Knights, but when Darth Shibata turn his entire crewman against him, he had been placed to the giant war-flag cruiser, Karaboudjan, under ship arrest. Later on, he's been rescued by the Jedi, named Aidan Skywalker , and joined him as his new ally for the Free Worlds of Coalition.
