No secret to it- Nylon fabric with individually sewn tucks to make the patterning, cotton coutil tail base with metal boning. Not nearly as complicated as corsetry.

neat! does it swim well? I use a monofin covered with what is essentially just a very tight skirt made from spandex (I think it's spandex, anyways... I'm not too good at types of fabric beyond cotton)
