Yep it's not from Ikoku Irokoi romantan, Al doesn't look like that. He's got shorter blond hair. and as you said Ranmaru usualy wears a kimono while here it's not the case.

Based on the characters, it looks to me like it might be from Viewfinder.

Yeah, I checked all 4 volumes that I own and I didn't see any pictures that were exactly the same --- and none of the characters had earrings or that watch. I thought that maybe the guy on the right was Asami, but Asami's watch has a round face.
