The first thing which strikes me about this image is the tones. The light reminds me of a winter's afternoon. The barren foliage and monochrome coloration further reinforce this feeling. I would perhaps like to see slightly more details in the lower half of the picture, as what I can see makes me want to see further.
The second thing is the focus. I like how you chose the fence to be the focal point, and how you blurred the face, but still kept it recognizable. The focus on the fence really works due to its angle and the perspective that it gives the shot. The texture of it is reinforced by the model's plaid shirt and by the angle of her arm. In that manner, perhaps lighten up the details of her jacket slightly in order to further emphasize the lines.
As for the light source, I really enjoy how the light on the fence is mirrored in the light on the model's face and hair. That really works well for me. The light sky around her head also serves to isolate her from the background, however I'm not sure about the tones on the back of her jacket shoulders. They almost seem to blur into the gray of the sky.
For cropping, perhaps play with taking out the first fence post top on the left of the frame. I have a tendency to like a clean crop. But it does reinforce the line of the tree, so perhaps leave it. That is entirely your call.
