As far as I know, it's a Club here on DA. I also think it's got something to do with being in "Luna's side", but if there's anything further than that, I do not know of it.

The concept cam e out of last summer, when there were no new pony episodes. It's rooted in the concept that Celestia is a tyrant/troll and was deceiving the other ponies into believing that Luna was in the wrong. It all started because of the tune "For The New Lunar Republic" by NotACleverPony and despite the claims of those who never participated in the whole NLR vs SE(Solar Empire) "conflict", it was only ever done in good fun.

Well, the pic is now in that group. I guess it's really fitting, since it features Luna not as a Princess, but as Queen.

I personally have more than one plotbunny (AKA, idea going crazy around my head) where Luna is crowned Queen, but not out of any confrontation with her sister, but just because Celestia isn't really interested in ruling on the long way, so she steps down and passes her birthright of the throne down to the sister.

That would be Night Queen I believe, at least I think that's a pretty direct translation of Noctis Regina.
