If you're wondering where's this location is at in the game, it's actually a secret! When you apply vinyls on your car in the paint shop, you press the "lighting options" button to change the background to a completely different lighting! And there's even a "Forzavista" button to walk around and interact with your car just like in the garage, oh and obviously you can also take pictures too!
