I just got through watching a documentary on just this sort of thing on the National Geographic channel. The guy who was doing the building worked for 17 years to get a bill passed to allow him to build experimental houses called Earth Ships. It seems the state of New Mexico had a problem with him not paying an electric bill and using a windmill to furnish power free for his community of something like 20 families. He won in the end but by then the damage had been done and his community broke up.

You're very welcome. I'm really into this sort of thing. If you want to check out what he's doing now just look up Earth ships on the web. There is all kinds of stuff out there about him though some of I've noticed is a bit contradictory.
