Yes, it is! It was actually a School for the Feeble Minded, opened in 1922 as an institution for the mentally "defective" (according to Crimes Against Humanity: A Historical Perspective written by Benjamin Ricci).

Basically, a mental institution. They closed it in 1992 because of how horrid the conditions were.
