Haha! So you guys wanted Sailor Pluto, well, you get Sailor Pluto!! Yeah, I had fun with this piece, and am still learning how to make my pieces look cleaner...I think I may still need to work on that part... Anyways, sorry for another nasty parts about this piece, I may go back and edit it...who knows?Programs:

200 Watcher Celebration: I Draw your O.C!!200 Watchers? I'm so happy! Thank you so much you guys, I am really grateful!! So, to celebrate, I decided to do an 'I Draw Your O.C' event until I get 300 watchers!!

Ok. you've got some really good colors and blending going on in this piece. Her skin is well done. I'm not sure if you're actually aiming for the 'sailor moon' look, but if you are, try making the skin look more clear by cutting black on the blending. This may seen like a weird thing to do, but if you look at sailor moon stuff, I'm pretty sure that most of the skin will completely neglect blending in favor of a more contrast-y look.
Also, I don't know if this was your intention, but her torso has ended up looking really small compared to the rest of her. I know that the moon characters have really stretched legs, but I feel like you've squashed her a little in this.
her expression is very good, and It conveys a lot of her personality. I would suggest highlighting the hair to make it seem more shiny and fit her better into the well-lit backdrop.
In regards to said backdrop, I would suggest using layers to make the sky first and then to make the ice shards over it, instead of painting the sky around the blocks. Same for the moon. This should help you working towards your goal of a cleaner overall image.

Aww, I know right...poor Pluto, highly under appreciated as I character I feel...
But yes, I feel you, though sadly I never got to watch Sailor Moon as a child per say (It was more Pokemon and Yu-Gi-Oh... ), I got more into the anime during middle school and she honestly became one of my favorites, especially in the reboot version!
