I think she is available during the special event, but judge the original art style I don't think it is from Ars Nova

Outstanding! It's I shame I can't make heads or tails of Japanese, so I can't play the game. But I love Kancolle art! Love live ship girls!

The game itself actually isnt complicated even without knowledge of Japanese(the English wiki is quite comprehensive about the gameplay too)
