Yeah, very easy to imagine a military base in this artwork. ^.^
Hah, the desert also a sea, just "sand-sea". Β
Hmm.. I think not so easy draw something without background... because that help a lot (lights,shadows, colors, proportions....) Or maybe sometimes this is just, my fear of the "Horror Vacui". (This expression first i hear by Tinselfire .)
Always fascinating to see someone's character/concept in other style. As if, an alternate universe... An alternate reality. This is showing , the people how much could be creative and different in same topic. This is always fantastic.

Sand-sea indeed!Β Over here, we have a number of military bases hidden away in the deserts of Nevada and other barren parts of the West.Β The soldiers who have to work there must be bored out of their minds!
I very much agree with your observation about a background -- For me, it is the key to making sure the figure is lit properly and is drawn in the right scale.Β A background also helps to put the figure into context and tell a story.Β Without it, the figure looks like a butterfly that has been pinned in a collector's glass box Β Β
"Horror vacui" is a great term -- One does not hear it very often.Β In my experience, it is usually used to describe the Victorian period's aesthetic of "too much stuff and too much decoration."
I also agree about seeing characters rendered in other styles -- It gives the character a different feeling and perhaps makes you see something that you did not notice before.Β
