This is young Luna's dream that Nightmare Moon pledged her before she completely corrupted her.Or its a presint dream she has.
In it she is her young self that's vulnerable ,Nightmare Moon is showing her just how defenceless she really is against her power.

the dream that clouds and then rains,
the dream that holds tightly, and wont let me get away,
the dream that takes my life away,
the dream that will haunt me always...
