i dont use one why i make it by how i feel i should make it XD
use soft brush (white color) and brush a where you want then change OP to 60-70 or change the mode to overly @@ just choose what it suit it
lighting effect filter is good sometimes ^^

Thank you~!!! Just randomly brush them on a black canvas, then apply gradients. It didn't take ages. Lol, I thought it would, but it didn't. Hehehe, just picking randomly on brushes makes wonders!

In photoshop you have brushes. Then, you d-load them and load them into Photoshop and you can brush away! Wee~!!
