How do you sew the loose pleats in the skirt I'm going for sailor moon for Halloween :3 and advice would be really helpful

I'm not sure I understand the question? The skirt is a circle skirt cut double the waist measurement then it's pleated to the waist measurement. The pleats are tacked and then it's sewn into the hiproll. The whole thing is a unit separate from the base garment.

Saturn isn't very often done in her Super form, mostly because she's not in this form for very long (I really do think its something like 4 episodes) people tend to do her Mistress 9/Evil Saturn uniform or Eternal more. But we needed to match! So rarely seen fuku it was!
