The cetacean family is split into two groups; toothed whales, and baleen whales. Dolphins are a branch off of the toothed whales family, and orcas are part of the dolphin branch. So they are dolphins, but technically, dolphins are also whales x3

I'm guessing since many shark species(including the almighty Great White)are in danger of going extinct, the show is meant to persuade others to help join shark conservation. Whales aren't as much under threat as sharks are.
*I'm not saying sharks are better than whales, its what I think.*

Indeed. And I can see why. But why pit the two against each other? At the end of the day, it doesn't make nigh difference to have the answer.
