The front page isn't hand picked by the staff of Deviantart, that's daily deviations. The front page, in basic concept, uses an algorithm that goes through the submissions of each categories within a time frame and sorts them based on the number of favorites they have. It isn't being selective when it comes to artists, it looks at purely numbers.
