uhm... "Heart" vector is free for non commercial use because some elements are coming from old vectors clipart collection.

But other vectors are totally free for example: poetic background, Decorative borders, Blinkie or Pearl.

You can open this file in Photoshop, the program rasterize the image asking you the preferred resolution
