Here's a long overdue tutorial x'D
I think that some knowledge of SAI is required for this technique xD
You'll need:
Paint Tool SAI / Easy Paint Tool SAI A finished, clean lineart A good amount of time to do it ... PATIENCE LOL A tablet?I'm not a professional and I'm definitely not the best lol, but this is how I shade hair .. um sometimes. I have a bunch of different ways to shade hair //shot
Lineart -> Flat colours -> Gradient -> Shading -> Highlights
Here are examples of this type of shading:

i use SAI in coloring but everytime i save as PNG or JPG the color quality always decrease , is there some trick to save my pic in PNG or JPG format without decreasing the quality ?

You should save the original file as .sai and then save a copy as .png
I never save as .jpg because out of all of the file save options .jpg makes the quality the worst.
Also, the higher resolution the better.
