This is the same universe as the giantess city [link] . It's not in the main city but one nearby. The giant women aren't meant to have relationships with normal sized people, although she's not in uniform and the others don't mind overlooking her attachment.

It's hard to have a truly private relationship in a populous city when you are the size of a building.
