Stuff for my TAWOG Steam Tales AU I'm making but basically when Tobias was 13-14 yrs, he used to be rebellious and did troubles to citizens in Elmore.Later, he understood how bad it was and feel guilty for everything, even to hurt his own family, so Rachel came to confort him.
I tried to make a realistic bg like how it was in the show but waah that was so hard haha x)
