I'm referring more to the dangers of Elizabeth opening a tear that could introduce a quick catastrophe. In her childhood, she would have lacked the self-control of an adult. Even with the limits in her early powers, she could have caused some damage.
The Lutece twins could already create tears, which were strictly utilitarian, even if they only ensured the power of the founders (e.g., Fink's brother stealing music). The Founders had probably borrowed what they could from both World Wars, as well as any alternate reality equivalents, while Comstock turned his nose at the context.
