The Cosplayer is so tiny his Golbez costume reminds me of Alberich from the crappy PC-Game "Ring: Legend of the Nibelungen"

Yeah, I'm told it sold lousy outside of germany. And even here nobody remembers it. That's because it was crap. They put the medieval myth of the Nibelungen in some Cyberpunk setting, so, for example, the giants Fasolt and Fafner were made into sentient robots that were able to shoot rockets from their breastplate. And Alberich, king of dwarfs, (a small guy, naturally, just like this Golbez) wore a similar armor in silver. The only difference is that he was wearing a helmet that looked just like Kain's.

I think it's some kind of craft foam or magic plastic, but doing that much work with it? Nearly god-like!

That is so freaking awesome it is not even funny. I would do the following for that costume:
-Murder someone (your choice)
-Pay $2000 (US) or name a price
