Description At first I would've named it "Candyman logic" but I think many horror movies are like that, honestly.
I may be wrong with the Candyman legend, I've seen the two first movies (I'm not sure if I dare to watch the third) and I haven't read the book, so sorry if I got it all wrong, but that's just how Penny sees it, not me

I wonder if the explanation is he's been so consumed by hatred for years that it made him take it out on the world. He could have at first tried to kill his persecutors and after he got his revenge he still was consumed by it to the point he now thirsts for blood.

That would actually be a good explanation.
I haven't read the book that the movie is based on, so I don't know if it
is explained further there, but I definitely like this idea.

I'd like to add on to your point, behind this artwork. 

If Candyman is killing his descendants, then he's just doing the work of that racist plantation owner who killed him, in the first place.

So if Candyman REALLY wanted to get revenge, he could just let his mixed-race descendants continue to live and even expand his bloodline, just to piss off that plantation owner- who is probably in Hell, by now.

After all; the best way to piss off a racist is to show him or her an interracial relationship- especially if said relationship includes a Caucasian person.

Then again sequels tend to not try to make sense of the original movie. It's kind of why when I made a fan series for Candyman I omitted stupider parts of the second movie and outright omitted the third one, so it would make more sense. As you said, it would be smarter for Candyman to let his descendants live instead of killing them off even if they deny his existence. On the other hand, this branch of the family couldn't be his only descendants which gave me the headcannon that Anne's family is just one line of his blood. There are many other bloodlines and some of them are darker skinned.

Ghosts filled with rage aren’t supposed to be rational, rather incapable of it, actually. Yet, his attacks lack the randomness of, say, “the grudge”. He’s more insane, yet clever, than anything.

I only got to watch the first one because apparently Farewell to the Flesh was a bit more mature for me according to my mother. I'm currently 15 and just about everyone I know who's around my age has seen something like Hellraiser and The Silence of the Lambs which are 2 others I'm not allowed to watch....

I won't it's too mature, it tells Candyman's story so if you're a fan of his character you should definitely check the movie out.
Hellraiser I can understand why you're not allowed to watch that, but I think you can watch Silence of the lambs.
Of course I'm not the one to say what you can or can't watch, it all depends on you in the end.

That is, actually, something I think about with a LOT of boogeymen and ghosts.
Candyman is more a about his cult than anything though. The killings are just a way for people to believe in him, allowing him to exist in some way. Or whatever.

It could be worse,

he could be one of those characters who end up having a twist where it turned out they were rightfully killed and this the vengeful spirit thing makes less sense...like a certain movie about not talking, a ghost, and puppets...

I mean at least Freddy got an excuse...granted it came out of no where and was introduced in a movie that broke previous continuity completely, but eh, dream demons make more sense than (I was a killer, the parents of my victims killed me, and now somehow I am back as a reality distorting dream haunting horror).
